Well if your site design does not require any dynamic abilities, then the obvious choice would be to have static files with a light weight web server.

I could understand enabling all HTML files dynamic if 40%+ of them are dynamic, otherwise the server admin probably made a poor choice that won't really have any significant damages to the pocket of the company. You see the growth of the company grows with the website, I believe, so if the website is big, and most all are dynamic, even the static, then it won't be a burden since the profit from its sales overcome the stabs from static dynamic mis-interpreted pages that pose a threat to CPU cycle stupidity!
