I was wondering my friend got an email from someone and obtain the person ip but would like to know if there is a way to find the location. The person bought something off ebay and he never paid him and had an email from him with an ip address associated to the email.

best thing you should do is report the scam to AOL and EBAY
sending the ip you found the date and the time of the message |

The simple answer is no, you cannot physically locate a person by their IP address. As suggested, you would need to report the incident to the originators of the email, and in the case of an E-Bay transaction, directly to E-Bay. They will then be able to trace the registration details of the offender. Whether they will divulge those details to you is another matter.

There are some software packages that make good guesses about the geographical location of a user, but it's not 100% reliable. For example, if I dial in to AOL on their 800# you'll have a hard time figuring out where I am

And that's the thing with IP location. It can only be as accurate as the last access point on the network. IP location is a bit of a generalisation. Sometimes it is accurate, most of the time it isn't.
