General Question - Part of DevShed?
is this site affiliated with aspfree somehow?
http://www.access-programmers.co.uk/forums/index.php Because everything looks so similiar in layout and everything. Or maybe it's just a widely used forum format?

No it's not.
They use a version of vbulletin which is used by these forums, hence why they look familiar. The only affiliated forums to this site I know are on the upper right hand corner of this page under the forums drop down.
