Yes there is. I managed to remove the funtionality to close any
IE window through the Group Policy settings in Win XP (gpedit.msc)

User Configuration->Administrative Templates -> Windows Components
-> Internet Explorer -> Browser Menus :
"File Menu Disable closing the browser and Explorer windows"

As for Task manger,
Registry-
[HKEY_Current_User\Software\windows\Currentversion\ Policies\System]
"DisableTaskMgr"=dword:00000001

I did that once!...It was a tight fit and a long trip...take a sandwich if you are going to try this hdp...it makes for a long day!!!
