the only relation between the rops are that they both would take exactly one hour to burn. the anwser is not dumb but rather clever

think i got it:

burn one rope from both ends ... would therefor burn up in 30 minutes ...

burn the other rope from one end until the 1st rope is gone ... (30 minutes left)

then light the other end and it should burn completely in 15 minutes ...

hence 45minutes

hey ... got the 15th floor ...

he's too short to reach the button for 15, but on rainy days he has his umbrella.
