Software improvement web application

Hi!..
I'm looking for an application / framework that let me do something like this:

(URL address blocked: See forum rules)
(URL address blocked: See forum rules)

I've heard of crispy ideas, the company that did that development, but they're not selling their product at this moment.
This tool is great for software improvements
you can post "ideas"
you can vote for ideas and discuss about them, and them deliver them as a part of your ongoing software development.

Do you know of some commercial / non-commercial product that I could get in order to do this?
Some idea?
