help with program-schedule for network outages

i am trying to set up a javascript program that will list the years upcomming network outtages. the network outage occurs on the 1st monday of every month. i would like to show a years worth of upcomming outages...when one occurs, it pops it off the list and displays the next (12th) outage at the bottom of the list.

my programming skills are a little rusty and im having a hard time figureing out the formula for figuring this out. any help would be greatly appreciated. thanks.
