This is a setting that can be changed in IE. It's somewhere it the Tools->Internet Options menu. It seems like something that could be overriden with CSS or DHTML. I tried googling it, but I came across a few posts where users state that it can't be done. I would try to google on "print background images" or something like that. You'll get quite a few search results. Hope this helps.
