when window resize

Hello my name is Ryan, I'm wondering how to keep a layout looking the same when a browser window is maximized vs when it's 50% of the size. One of my layers seems to move around when the browser window is altered. I want everyhing to stay the same when the window size is changed...What is the best positioning technique ie. using percents for top & left attributes...Should one thing be placed absolute and relatively place everything off that? ** confused **
