This is a very complex task, even more, if you don't want to use any code. What is the reason of not willing to use code, however?

For user authentication use built-in security of Access.

You need to store the database on a server where the users have read-write permission.
I would recommend to split the database into a database storing the data ONLY and an other one providing the GUI.
