Unhappy unlock permission

I have a major problem... i was workin on a project on one system long time ago... i did a back up and for when i decided to go back to it when got the time....

Since then i have gone through 2 new computers... i am now ready to work on the project again... but i can not open the database file... i get error message when try to open or import or even link...

error message

You don't have permission to import, export, or link to "jobworksheet."

any suggestions... on how to unlock the permission of the file...

I am at a lost... months of work down the drain if cannot unlock... permissions...
