Can user restrict directory access by ip?

Hello,

I have account on win2003+iis6. And want to make something like .htaccess in apache.
Is where any possibillity without administrator, add rules for directory (including subdirs), what it can access only some persons which ip is in list.
I want to do something like this:

Deny from all
Allow from 193.219.1.5, 193.15.14.14

If you have access to the IIS Manager, then this is easy. But if you're a standard user and you don't have permission to access this, then I don't think it can be done (other than perhaps making all the pages dynamic, such as PHP, so it checks the IP address manually).
