closing open relay in IIS 5

hello, i use a win2k machine to send out emails to people in a mailing list (legit) and this time around a lot of them got bounced back due to being on lists such as ordb.org. this is because the server is showing up as open relay.

i have tried everything i can to close it, but it still fails their test every time.

additionally, there is another machine here running iMail which is also on the these lists, and of course, it shares the same IP.

these were set up long before i got here 3 days ago, so any help cleaning this mess up is appreciated.
