ive set up a ftp server but my clients are saying they cant chang file permissioons is there something i can do on iis to let them.or if there isnt what is there

Nothing you can do. You can set up IIS FTP site in Isolated User mode to give each user their own private folder. Goto: http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/c0918f70-7a62-4d91-a05a-6db6ec4a3bb2.mspx for more info.
