IIS6 - FTP on custom port - win2k3 firewall - data connection blocked

hi !!
i'm using win2k3 enterprise, and have configured the ftp of IIS6 to run on a custom port. the win2k3 firewall is running too. the clients connecting are all firewalled, and so they use PASV mode. however, my firewall doesn't allow the DATA connection through (it works fine though if the ftp is on port 21). is there any workaround?
