Sounds like OS reinstall, but before you throw in the towel, try to use WinXP's System Restore option to restore your windows OS to an earlier time in which you weren't having this problem.
Be aware that by doing this, you may lose files created after that restore point so back up your files first.
To Use System Restore do:
Start->Programs->Accessories->System Tools->System Restore
And Follow the instructions on screen.
If doing this still doesn't do it, I am afraid you're going to have to reinstall WinXP all over again.
Tip: If you have to reinstall WinXP, try using a Real Internet Browser like Firefox
