I confirmed this with my host through a number of tests but they don't have a solution...
I have a Windows 2003 Server with MySQL 4.0.12 running. If I have a SSI on my .asp page(s) then any UTF-8 text I retrieve in a recordset displays as gobbly-gook. The UTF-8 text I'm retrieving is in Vietnamese. The attached picture shows the same site on two different servers. The pic on the left is the Windows 2003 Server and the pic on the right is Windows 2000 Server. This anomaly only occurs if there is an SSI and the contents of the SSI can be anything at all. Does anyone know of this issue and how to fix it? This seems like a significant bug.

My guess is to look somewhere in mysql, or the mysql db connection settings. But I have no experience with multi-language IIS configurations.

Yeah i've been working with my web hosts and they ran extensive tests and they're kinda baffled also. It seems that the NT4 and 2000 Server machines work great but the 2003 Server does not work with UTF-8 characters in MySQL for some reason. It's crazy.

worst case, try putting this text in seperate <iframe>..... i.e. have the SSI inside seperate frames, each and its own page.
