Yes, its a web server. To use it:
1) intall it
2) create an html file using notepad, dreamweaver, frontpage..etc
3)save that html file to c:\inetpub\wwwroot
this is where IIS publishes html sites from.
4) open Internet Explorer
5)type http://localhost/filename.html in the address box. (filename represents the name of the html file you created. )
6)hit enter and BAM! there it is.
