'Personal Web Server' has been replaced by IIS - on windows 2000 it will only allow you to run one web site at a time. You install it by going to add/remove programs->windows components, tick the check box and accept the changes. You'll be asked for your installation cd.

I tried that many times and each time installed it again but it doesn't work. Any ideas?

If you have iis installed, it should be working.

If you can explain exactly what's happening when you try to browse to your pages, then we can help - there are LOTS of reasons why iis might not be working.
