w2k iis 5.0 web page & fp 2002 etx probs

I have a w2k server and iis 5.0 I am trying to publish my web page via frontpage 2002. I have installed the 2002 extensions on the server with no luck it says check server ext 2002 etc when I go to my iis manager. but when I try to access it it says I am not athorized to view that page. I then start trying the owsadm -o install command which says it runs and installs but when I try /lm/w3svc/3 (the address directory my default web page creates for logging) it tells me it is not a vaild virutal server. I then did the ipconfig /displaydns which tells me my 127.0.0.1 is fine. now I am starting to get confused because in my dns I setup the server as 192.168.1.98 and this setup iis as the default web page as 192.168.1.98:80 which I can not publish to. so I tried to publish to 127.0.0.1 and this works great. and if I point to 127.0.0.1 with the browser it comes up and all my 2002 etx forms work fine. if I go to 192.168.1.98 there is nothing there and I none of the forms work. (I copied them from my xp iis 5.1 to the default web page dir wwwroot) I guess I must have something not set right. if I go outside and browse my www address it comes up with the copied web page in "default web page" site wwwroot but none of the forms work since I can't publish to that site. why do I have a 127.0.0.1 localhost? why did it not change to 192.168.1.98 when I setup dns,dhcp, etc? and why won't fp 2002 etx load on 192.168.1.98? please help the fastly balding man........

Do you have any firewall software running on the server? If so, it may be blocking requests by the IP address.

no firewall on server.

iis 5.0 is set to default web page

192.168.1.98

works fine to outside world...

fp 2002 etx will not install to default web page.. 192.168.1.98

fp 2002 etx will install to 127.0.0.1

fp 2002 can publish to 127.0.0.1

fp 2002 can not publish to 192.168.1.98

127.0.0.1 is not set to outside world. was not used in setup.
