One easy way to do this is to type dashes with spaces using the 'Type tool'.

Lightbulb

Personally I would make a pattern of a dashed line by opening up a blank file zooming in real close and drawing in a line with pixels. Then I would select the line (1px high) and some blank space on the ends (for spaces) and make it a pattern (EDIT>>DEFINE PATTERN).

Then using your single line marquee tool select the area you want the dashed line it and go EDIT>>FILL. You'll need to switch it to pattern (through the drop down menu) and select the pattern you made (will be the last one).

I find making patterns is the easiest way if you're going to do the effect again, esp since you have full control over the spaces inbetween, the size of the dash, and the width of the dash you want (Fill in two lines not just one).
