Internet Explorer Smart ToolBar Developer Required

Looking for someone to develop a IE toolbar in C++ or C# or equiv to do the following.

Easily installable
Automatically update from a database (mysql or equiv)
Collect information and log in a database
Have a search utility (google)
Contain a yearly calendar to display
Be unique to each machine (id tagged and updated in database configurable on installation by an engineer)
Obtain information (system configuration MS info or more)
Flag deals of the week to clients (weblink)

This is not spyware or adware, it is for existing clients of the corporate entity.

A mindmap is available for those interested after methology and ability is show.

Deal will be struck on completion of a working demo (no code will be requested from developer and intelectual property will remian with developer until deal is finalised)
