Looking for a freelance programmer for website...

I am looking to add a user account and admin account feature to a small website.

They will be using their existing site, so there will be no interface design. Basically a user can log in and do the folllowing.

1. enter/edit profile information
2. sign up for membership (through a form) basically just forward user to a paypal account, then back to the site.
3. See members directory (other members who have signed up)
4. view information that is only for members

Administrator
1. View memebers/Send email to members
2. post an event (basically a calendar of events)


Also a job posting area
1. User can post and pay for a job via paypal.


This site has a realitively low traffic. So it doesnt have to be super elaborate.
