Need programmer for windows and serial port

i'm an individual who wants to hire an experienced programmer for a 'small' job. basically, what i want is a windows program that talks to another computer via the serial port. it follows along the same guidelines as a terminal emulation program like hyperlink and teraterm. the baud rate will be locked at 19200. the desktop computer running this program will be talking to a much older computer (slow) so i need to have a pull down command that can cause a delay (in milliseconds) with the information being sent. this is just like the option in the program tera term. unlike tera term however this program will be communicationg back and forth and looking for particular responses. there is a palm pilot version of the program i need. the programmer who made it can have the info available if this will help in the development of the windows version. he mentioned that he used C# language. i also need an option for cr+lf insertions.
