PHP/MYSQL Venture Partner Wanted

I am a programer working for a financial company. I spent 2 years on my spare time to develop a program related to trading stocks (the program has no conflict of interest on my job). Now I am in the process of convert the program to a web-based application and use it to provide portal serivce. There are lots of work ahead and I need help hands.

I am looking for a partner (or 2) with the following credentials:
A) Able to build a portal with MySql and PHP on Linux in a 3 weeks. (Yes, must be MySql & PHP on Linux)
1-The portal will allow users to login securely using certificates created by open source tools such as blowfish and etc.
2-The portal will allow users to import and export data to the MySql database.
3-The portal will make mysql queries and call an external program to do calculations.
The result may be submitted back to mysql or written to an external file.
4-The portal has to use random text image to prevent automated user registration.
5-The portal will be very CPU intensive, the portal must be load-balanced acrossed 2 and possibly more Servers (like hotmail).
6-I am also looking to allow users to generate pdf or svg reports.
7-I plan to use Mambo with modification (I am a Mambo newbie). Let me know why I should use others such as PHP Nuke...
B) Not essential, but it would be nice if my partner can help me with system administration with sendmail and networking.
I plan to colocate the servers and self manage them.
But I am also looking into the possibility of hosting my servers in our own homes
since upload/download speed is not as essential, at least for the initial launch.
C) Must be strong with PHP, MySql, and Javascripting.
Java/C/C++ a plus but not necessary because that part of the project is near completion.
D) Must be generous and easygoing.
It would be nice if you can show me proof of your last year's charity contribution
E) Also, I prefer to have a partner within NYC so we can meet in person to talk about our business plans.
Please convince me otherwise.
F) Able to put in at least 30 hours a week.
I am doing this part time and will continue to do so (Average 4 hours a day M-F plus the entire weekend).
G) Operating cost for the venture will be low (few thousands a year at most - hardware and hosting feed).
Monetary contribution welcomed but is not required.
