Programmer needed for site..

*any programmer type needed* PHP preffered

I recently registered www.artist-4-hire.com and I'm looking for someone to code it.

This is what I need done .. its alot.. and if I confuse you I'm sorry, If your interested please reply with your rates, I'm not rich and I'm paying you as much as get paid from my other job. =/

What is my site?
Artist-4-hire.com will be a site that artists can join and basically find employment for there services in Graphics, WebDesign, all those little goodies.

Features I need?

registration.. Artists of course need to be able to register so tht there able to get there work up..

I need discussion forums, nothing fancie just something that will get the job done.

Each artist gets there own gallery for there art. Ever heard of DevianArt.com ? something similar to what they have .. each user gets like 10 mb of space to upload there art.

Artist Profiles to display there "rating" by customers, there Portfoilio, and other stuff like contact information, there rates, what there best at... etc.

after all that I need that link all together.. so that the site will be orgainsed in catagories..

like ..

Web Site Design --> Graphics --> Banners/Logos..

Kinnda like that

Also I want (but dont need) a section so that users can offer classes to people! (just an idea though.. =/)

what else do I need..

in-site mailing system of course, so that buyers can contact the site members/artists.

I need a automatic payment system there will bea charge of 5$ a year for artist to join.

I think I covered all the bases.. Hopefully.

Anyone.. can anyone give me a price quote. I'm willing to wait for certain features...

I have someone already going to make me a layout.. so thats covered :P
