Programmer Wanted...For A Small Utility To Be Written

Hi,

I need a very simple utility program to customize windows for one of my presentation computers.

Can any freelancer do this for me ?. Im willing to pay a fee.

What i need is for the title bar of any application which i open to not be visible. No Min, Max or Close Buttons.

And to customize the windows boot, shutdown, hibernate and resume screens.

I also know some freeware out there that does this. But i want it all within one small interface, instead of running 3 freewares in the background independently.

Plz let me know.
