Rating system needed.

I need an SQL 2000 database backend and asp front end application that
allows me to create Categories with unlimited sub categories. The application
will need to have a user registration function with controls which levels an
authenticated user can access. I need to be able to turn on/off the ability
for my authenticated users to create the sub-categories and sub-sub categories
(unlimited) etc. It also needs to be fully searchable, sortable and browseable.

Under Sub Categories or Sub-Sub Categories, The line items that get input
must be able to be rated by the non-authenticated vistors (public) and
the results must be displayed in graphic format within the line item search
result etc.

The whole application must be web based forms so that it can be administered
from anywhere. It also need to have a somewhat customizable interface that
will allow it to be integrated into existing websites. This can probably be done
with simple css configuration.

I realize this is not a particularly difficult application to write but rather than
take the time to learn how to write it myself, I figured it was worth at least
giving any potential coders that want to make a few extra bucks the opportunity.

I would be willing to pay a few hundred dollars for this but I am not willing to pay
anyone upfront for it. I am only willing to pay for something once I have seen it
actually work and meet my criterion.

BTW, The way I envision it is a simple but elegant form based application that has the following forms:

Authentication/Registration

Add Main Category page

Add Sub Category page. This allows sub categories to be input under a main category or
another sub category. Need to use Dropdown boxes to pick Category and Sub Categories and
needs to dynamically adjust to the amount of parent levels etc.

Search Page. Must allow for many line items on one page to minimize the paging the visitors
may have to do to find the result they seek.

Result set page that lists the line items with their overall graphical rating. Each line item should
also have a link which lets the visitor look at more detailed rating info and any comments left by
previous visitors etc.

Rating page which allows the rater to enter a 1-10 score for up to 10 configurable attributes. The
averages of the 10 attributes are what is used to give the overall rating which can be seen on
the search/browse pages on every line item. The Rating page also needs to have a text area
where raters can leave written comments. One comment per rater but unlimited raters. Raters
must also be allowed to vote only once (limit by cookie and IP address)


Rating detail page which displays the 10 attribute scores in a graphic and % format (like a typical
web poll). This would also have any comments about that particular line item.
