Excell fromula help

I need some help with an excel formula. It is a simple inventory sheet with two columns. Column A is the target number and B is the weekly count. I simply want a count that is enterred into Column B and is 50% or less than the target Column A to shade to red.

I am assuming this is done in conditional formatting but from there I am lost.


Help appreciated.
