File Read/Write Problems

Hi. I'm fairly new to using asp. The website I am administering is using asp to allow another user, other than myself, to add 'new' files. The files themselves are working alright, but when it rights to the text file for linking it messes up. Here is what I get:

<p>
08/12/2004 - <a href="news/news151.htm">test</a><br>
âP@h6Š2/2004 - <a href="news/news150.htm">A.N.E Invitational In Honour of Ing "The King"</a><br>
<br>
...rest of file...

If I were to add another, it would give me something like
<p>
08/12/2004 - <a href="news/news152.htm">news_test</a><br>
âP@h6Š2/2004 - <a href="news/news151.htm">test</a><br>
âP@h6Š2/2004 - <a href="news/news150.htm">A.N.E Invitational In Honour of Ing "The King"</a><br>
<br>
... rest of file...

however, other than the first line after what was added, the rest of the file is what was there. It is reading what was in the file, adding the new lines("<p>" and "08/12/...") then re-writing the remaining lines.
