Flash V Java games and chat help

Sorry not sure this is in the right place but here goes:

I have a web site which I want to expand, and add a mini games area with intergrated chat room, don't worry I don't intend doing this myself it is way out of my league. the games will not be over complex but complex enough to make them interesting, lets say stuff like daily thomsons declatlon and penelty shoot outs.

I want them to be graphical enough to make the asthetically pleasing but quick to load, and game play must be good, more arcade based is a good way to look at them.

What I want to know is what is the best language or system to use?

I have played a good number of flash games but they can take a while to load, and I have played a good number of java games and they can take a while to load but tent to be less graphical.

plus money is also an issue as i will be paying for it to be built would there be a major difference in price and how is the best way to work it out.

Sorry I know this is a little vague but this is way above my station and any advice would be appriciated, plus if you need any other info let me know and i will try and provide it.
