iis authentication help

I am assuming that this topic may have been covered, but I missed it??

I am working with iisadmpwd, this works fine for the user but what I am trying to do is have a administrator able to add his credential to the page, insert a user ID and force change the password.

Basically, I want to allow the same functionality he would have from the domain controller but allow it in a web page. I do not want the old password box required.

Any help or code would be great!!
