Looking for a good rapid development tool for web apps

Good Morning,
We need to develop an intranet app that accepts a variable from another app as a value in a query string and returns the result from a Database.

Basically the user clicks on a point in a Web Mapping Service with what we term as an identify tool, this tool grabs information about the feature the user clicked on and displays it in a pop-up window.

We have built several apps were we have modified this tool to act like a hyperlink to an ASP page that is linked to DBs, through an ODBC.

We know the bits and pieces of Java, ASP, VB6, VB.Net, C#, etc... That pertain to spatial development and creating extensions of GIS platforms of various types, but we are not big on getting ourselves deep into the guts of creating our own classes in ASP, JSP etc...

We are looking for some type of software package that can help us develop apps that interface with DBs of various types and work with various server configurations. A quick search of the internet found that there are hundreds of such packages available. Most of these seem to be for beginners, and I can’t see how we'd modify their outputs to use a variable from our WMS when they're launched, without spending the kind of time that we already do, editing a copy of an older app to fit a new task in a new project.

So the question is; are there any rapid application development apps out there that are of a medium level. Or hey, even an easy one that can handle what we need would be good. Easy is good.

I am not sure I understand exactly what you need, do you need to create an entirely new intranet system or are you only looking for a RAD tool to implement the link, variable, query db, display result part?
