op_dynamic dropdown

Hi all
I am a programmer and had worked in forms and reports
i want to know can dyanmic drop down be made in html/asp
as i am creating
< option selected value ="2"> ho mkco </optiom>
< option selected value ="1"> mkco </optiom>

so on

i want this thing should be automatically appear when any field is being added into databae.

Say a query
i want to all member of emp table (ename,sal)should be there in a drop down list.it must be updated the moment i insert any value into database, at the same time when i select ename internally sal of that employee should travell ( i am assuming sal is unique)

please send code of this.your help in this regard will be highly helpful to me.
