Small ASP.NET Coding Help

Hi All,

I had a website built for a friend of mine (in .net) . The person who built the shopping cart, put taxes applicable to all visitors to the website. Actually taxes should be charged only if your address is (Texas) other wise you will not be charged taxes. As of now, people from all states are bieng charged taxes.

Now I am not able to contact the person who built this cart. I knwo its just some small tweeks on the code, but i dont know much .net. Can some body help me? How much would you charge?
