Agree / Disagree and reputation

I don't know if this would be possible but...

I find it quite frustrating to agree with somebody only to be told
to spread the love (well you know what I mean) before I can
agree with them again.

I do understand why this has been done, but can't help but
wonder if it would be possible to allow the giving (or taking) of 0
rep points instead of a complete block for the time period.

however, it still count in the 10-comments-per-day limit so it can't be abused to spread endless comments all around. well done!!

DR there's no gain from testing it on you, the whole idea is that you can only give 0 points without having to spread more.
