Lightbulb expire the Reputation Given after one month
Currently, after we give reputation to someone, we can't give him reputation again until we have given 10 other members reputation. this is OK and prevent spamming the reputation system too much.
but what about members who don't post much and spread reputation rarely? I thihk it would be logical to "expire" the given reputation after one month i.e. if member X give member Y reputation, he would be able to give Y reputation again after one month even if he didn't give to anybody else. make sense?

We started working on this hack. This will be finish by tomorrow. Planning on putting expiration after 15 days. If any one has suggestion let us know. All ideas are welcome.
