Missing mscoree.dll

I am a new member as of tonight and I am having a problem in locating a .dll that is causing me problems. This .dll is no longer on my computer, evidently in removing a program I lost it. Norton can't repair. How can I get it back into the operating system? Can you help?

I did a little research and Im not sure what it is but
I believe it to be either a file needed by .net or a program needs
.net to work Im not sure. I had the same error and was wondering
the same thing here is what liutilities says:

So in short do one of these things:
1: find out what needs .net to run and delete it. or
2: Install .net from microsoft update (not recommended)
3: Just forget about it! Its nothing to worry about
