A program that forces IE to authenticate to it

I want to create a program that will force internet explorer to authenticate to it. My orginial idea is to setup this program on startup and then have on. If internet explorer is closed and someone opens it, they have to authenticate to this program before they can use IE. If they close this IE they will have authenticate again. Like a proxy, only on my desktop.
