Activex Control Interaction

How do I make my UserControl interact with one of the same type?

I.E.

One moveable frame, which cannot exceed the forms bounds, "sticks" to the edge of the form, when it's dragged too close. I want to make a second frame (my activex) "stick" to the first one's bottom, side, or top. (depending on which side the first form is "stuck" on)
