You need an installer program. MS usually provides an installer with versions of VB, and there are many 3rd party installers both free and commercial. Installshield and Wise are a couple of the non-free installers.

For VB6 I use the MS Visual Studio Installer, which is free to licensed users of Visual Studio 6.
