To get the ball rolling here, could you explain more about wha you mean?
IIS is a webserver than normally runs on port 80. FTP is a file transfer server that normally runs on port 21. They are 2 completely different things, and I'm not incredibly what you mean by 'creating an FTP account in IIS using VB'. If you want a good FTP server, then try Titan FTP... I have always found it extremely good. You dont need VB to setup an FTP account, you just use the FTP's interface.

I think you tie ftp accounts to windows user accounts. Windows IT Pro magazine ran an article on IIS administrative scripting not too long ago, perhaps there is some help there if you search their article archives.
