Help Please With Foreign Language Problem

I am attempting to write code involving the use of filenames which have chinese characters within. I have Access 2000, Windows 2000 Pro, and I have all the appropriate settings activated to view the language in access and 2000 pro. When the debugger is run the files are found, but the output replaces the chinese with question marks; ie Steve????.pdf. When the same filename is copied and pasted manually into the table the chinese characters are visisble, so the characters are lost somewhere in between.
