office access vba multi language support conflict

my classmate uses access 2000 to develop a program.the program can run in his computer by his asian language. however, he can not run the same program in english system. there is a fatal error in his program. any procedure can not be used. he found all contols are all named by his language, even if a name of summary query. It might be the point. I feel curious about that. english version Microsoft Access can not impact with other version, can it? I know few programmers use a few language versions.
