You have to test the power supply under load...... you would need to purchase a load tester, and unfortunately, by the time you did that, you could have bought another power supply. Checking with a multi-meter only tells you if you're getting the right voltage..... it's the amperage that will cause the flakiness if it isn't drawing enough amps.
