Getting Error The option ID must be between 2 and 255 when creating vendor class

hi,
under Manage the DHCP Server in Windows 2003, i created a Vendor class (by right clicking on the domain controller -> define vendor class). Then i went to Set Predefined Options under the domain controller, selected the vendor class that i had created and gave it a name, data type and code = 1. when i tried to save it i got the error message ""The option ID must be between 2 and 255". I have done this several times but never run into this before. It will be great if some one could point to the cause of this message.
