how do I install, sounds simple but it's not!

I had a computer, not even a year old and it BLEW up! Took it back to the builder of the machine, the machine came back minus the cd writer drive...not important.

I have a windows 98 and a windowsMe cd, how do I get the computer to load the progam? I've tried making copies of boot discs from my other computer off the internet, when I insert into A "non system disc error" appears.

Am I in over my head?
