IE6 Windows Opening Underneath Active Window

What would make a new IE6 window open beneath the active IE6 window? This doesn't happen all the time, BTW. Also, sometimes the first IE6 window opens but is not active. Rebooting cures the problem but it eventually comes back.

Ideas???
