Cool Local Security Policy

Hi

Can anyone please tell me how to configure the IP Security Policy on Local Machine in Local Security Policy section
so that I can close the ports which I want.
For example I want that my server's port 80,2134 and 30000 remains open while the rest of the ports are closed.
How can I do it using IP security policy?
Please see the screenshot for what I am talking about.
