I dotn know if this is what you are looking for but i use AccessEnum from sysinternals to handle file permissions over the networks i administor. Its a pretty nifty tool and allows me to efficiently view access permissions for files, folders and registry keys keys. It scans a directory, drive or registry hive of your choice and quickly provides a list with Read, Write and Deny access settings for each of the items. Furthermore, you can set exclusions, and also save a list and then compare it to a recent scan, to see if any of the permissions have changed.
This is one tool i reccomend !
